
Tax Ordinance 3.10 of the Barcelona City Council for the 2025 fiscal year was approved and published in the Official Gazette of the City of Barcelona on December 23, 2024. This Ordinance regulates the fees for private use or special use of the municipal public domain, such as filming and the provision of other services.
This same Ordinance provides for a 90% reduction in the fee for occupying public ways for filming and/or photo shoots or other types of audiovisual productions, provided that a general interest overrides commercial and advertising interests. This interest is justified through a file that begins with an application by the interested individual and/or legal entity—or a person authorized to do so—to film in the city. You can find this application on the Procedures Portal (or Virtual Office) of the Barcelona City Council. The procedure is called the reduction of the fee for cultural filming, following Article 8.4 of the referenced Ordinance, and is available on the Barcelona City Council's Procedures Portal here.
Following the Tax Ordinance, this procedure must justify that the production to be carried out must have a general interest over commercial and advertising interests; for this reason, a report will be prepared, and ICUB Management and Vice President will review it.
The file will conclude with a Resolution that, if it is favorable to the general interest over commercial and advertising interests, will apply the reduction to the permits for the occupation of public roads. If it is not favorable, it will not apply. In both cases, the applicants will receive a notification. Individuals and/or legal entities interested in a fee reduction must have a resolution before the payment for the occupation of public spaces. You must complete the process one month in advance.
