Last Friday, December 20, the Plenary Session of the Barcelona City Council definitively approved the 2025 Tax Ordinances. Below, we summarize the changes affecting filming:

Update of the price of the fee for processing permits on public roads, which is now €89.80. (You will find this information in Tax Ordinance 3.1., fees for general services)

Update of the price for filming in Markets:

Activities corresponding to filming and recording and for taking photographs of an advertising or commercial nature for profit in the zone and special markets, if they do not alter the normal purpose of the usual activity and with prior municipal authorization, will have to pay:

o Per day or fraction and market

• Recordings for promotional or corporate videos, dissemination: online. 216.00 €
• Filming for advertising spots or feature films, broadcast: television, cinema, online. 847.80 €
• Promotional or corporate photography, broadcast: online, offline 151.00 €
• Photography for advertising: broadcast: online, offline 513.00 €

Activities corresponding to institutional filming and photography carried out by public entities or on their behalf are exempt from this fee.

Recordings and photographs for news or documentaries for the media, non-profit cultural projects, and academic exercises will also be exempt from the fee. (You will find this information in Tax Ordinance 3.6., market rates)

Update of prices for the provision of services by the Guardia Urbana:

New features regarding permits for the occupation of public space:

The fee for photos no longer exists, and from now on, the fee is €600 for both filming and photo shoots.

When the private or special use of the public domain for the immediate purpose of filming, shooting, or photographing uses less than 10 technical vehicles in the activity, the fee will be €480 instead of €600.
