The building of the Baix Ebre County Council, located in Tortosa, has a history closely intertwined with the religious Order of the Oblates. Built in the 19th century, it originally served as the convent of the Order, colloquially known as “the repentant ones”—a religious community dedicated to education and social service.

Following the disentailment of ecclesiastical properties in the 19th century, the building ceased to function as a convent and was repurposed for other uses. In 2000, it was restored and became the official headquarters of the Baix Ebre County Council.

The architectural structure has been faithfully preserved. Noteworthy are the polychrome stained glass windows of the former church, now converted into the plenary hall, which are dedicated to Our Lady of the Cinta, patroness of Tortosa, and to the saints Peter, Paul, Alphonsus Liguori, Joachim, Theodore, and Anthony of Padua.
